Scurlock noted that the owner could have a big party on his boat <br />and have people parking in the vacant lot every weekend. <br />Commissioner Wheeler pointed out that you can have a big <br />party weekly and many people parking on your property even when <br />there is a residence -on tlio -lot. He felt that anyone who can <br />afford a waterfront lot and a dock in this county will take care <br />of their property, the dock, and the boat, and Acting Administra- <br />tor Collins believed a lot of these are located in The Moorings, <br />and other restricted communities. <br />Attorney Vitunac informed the Board that his office gets <br />calls frequently from people having difficulties with the <br />required bond. He stressed that the purpose of the bond is to be <br />able to tear down the dock in case of improper use of the dock, <br />but questioned if we really are going to take out a brand new <br />dock because of a party. Putting in docks and then subsequently <br />tearing them out certainly doesn't benefit the environment, and <br />there are other enforcement mechanisms. <br />Community Development Director Keating advised that the <br />docks have to be approved as an administrative permit use, and <br />they also need state agency approvals. <br />Argument pro and con continued at length. <br />Dock builder and contractor, William Gardener, believed that <br />one thing that hasn't been mentioned is that 4-5 years ago it was <br />legal to build a dock on a vacant lot in the county and not in <br />the city, and it is interesting how this has changed back and <br />forth. Over the last few years, he has bui-It 18 vacant lot <br />docks, ail located in The Moorings, most of them being in The <br />Anchor. People owning property in that area have spent a lot of <br />money for their lots, and they are very concerned that they won't <br />be able to build a dock when it comes time for them to retire and <br />build their homes there.
