She would like to <br />work very closely with the City on this. <br />City Manager Little confirmed that as soon as there are even <br />rough details, the City will staff this and get back to them. <br />Councilman Winchester advised that 13 people have been made <br />members of the Advisory Board to the Community Redevelopment <br />Agency. Those people will act as the planning and zoning agency <br />for the Community Redevelopment Agency and additionally will act <br />as a sounding board on things such as just brought up re closing <br />streets, etc. He stressed that they are not in any way <br />supplanting the traditional Planning and Zoning function, which <br />is chaired by Jay Smith, but if the regulations that are drafted <br />get approved, they will offer someone like the county, for <br />example, who wants to come in and build a large complex, the <br />option of going through the traditional planning and zoning <br />process, or they will be able to go to the Community <br />Redevelopment planning and zoning agency. The reasons they are <br />doing it that way is to provide some opportunities for creativity <br />and imagination and accept the fact that doing business the same <br />old way as it has been done for many years hasn't gotten us out <br />of the bind we are in, and if we are going to really succeed down <br />there, we need to look at things in a different way than we have <br />in the past. <br />Commissioner Bird inquired what the City is doing towards <br />revitalization of the downtown area. He believed one of the <br />major things we will need will be traffic flow, and also parking <br />and other support facilities, restaurants, etc. He asked what <br />the City sees as their goal in this. <br />Planning Director Young, speaking as Director of the <br />Community Redevelopment Agency, stated that the primary goal is a <br />circulation plan which will bring together both our engineering <br />staffs to determine what streets are necessary to accomplish <br />this.
