The Chairman continued that for the capital programs for the <br />things we know we have to build, we would be looking at 11-2 <br />mills of debt service in your tax bill, and so, it was felt a <br />very positive approach would be to propose a 14 sales tax to the <br />general public in March in orderto provide a source of revenue to <br />take this out of ad valorem taxes. We will form a speaking <br />bureau on this to educate the public. <br />City Manager Little noted that in the early days when you <br />talked about the courthouse, you were talking about the center of <br />government; now when you are talking about a courthouse, it <br />appears you are talking about a judicial center. <br />Commissioner Wheeler explained that the concept is a central <br />complex to include the Clerk, the judiciary, the State's <br />Attorney, the Public Defender, etc. <br />Chairman Scurlock further advised that we originally thought <br />of placing the Health Department Building behind our Administra- <br />tive complex, and we are still thinking along those lines. We <br />have acquired much of the land in the Spillway area and are <br />continuing our efforts in that direction. In addition, there <br />has been some very preliminary dialogue with the School Board in <br />terms of them possibly acquiring more space in our building, <br />which might in the future allow us to move more of our facilities <br />to the downtown area. There also has been some discussion in <br />regard to acquiring more space around the current Health <br />Department Building. Over all, there has been a great deal of <br />discussion going on relating to the downtown area, and he <br />believed the concept we are talking about is a campus type <br />setting with a flow between the courtyards. <br />Commissioner Eggert reported that we have the architect for <br />the Library on board now, and there are two things that concern <br />her, which we will be bringing to the City. One involves a sewer <br />pipe running down the middle of the property and an alleyway that <br />may require some abandonment.
