DEC 6 BOOK t) FAGF 300 <br />Besides approving the joint participation agreement, the board <br />also authorized the staff to prepare and distribute an RFP for <br />the work funded by the agreement. As prepared by the staff, the <br />scope of services for the RFP involved not only general <br />transportation planning for the County but also preparation of a <br />traffic circulation element meeting the state's comprehensive <br />planning requirements. <br />On October 14, 1988, the staff advertised the RFP and notified <br />consultants. In response to the RFP, eleven firms submitted <br />proposals. The consultant selection committee, composed of <br />Commissioner Maggie Bowman, Bill Collins, Jim Davis, Bob Keating, <br />and Mike Tako (FDOT), then met on November 18, 1988, and selected <br />five firms for presentations to the committee. <br />ALTERNATIVES & ANALYSIS: <br />The selection committee met again on November 28, 1988, to hear <br />presentations from the shortlisted firms. Based upon the <br />presentations and the initial submittal, the committee then <br />ranked the top three firms. These firms in the order of their <br />ranking are: <br />1. Wilbur Smith & Associates <br />2. Gannett Fleming <br />3. Tipton Associates, Inc. <br />It is now the board's responsibility to act on this <br />recommendation. If the committee's recommendation is approved, <br />the staff will negotiate a contract with Wilbur Smith & <br />Associates. If an acceptable agreement cannot be reached with <br />Wilbur Smith & Associates, negotiations would then proceed with <br />the second ranked firm. <br />Because the scope of services for the project has already been <br />prepared and the funding provided by FDOT is already in place <br />(with a cap of $33,000), negotiation of a contract should be a <br />procedural matter. For this reason, it would be advantageous for <br />the board at this time to authorize the chairman tosign a <br />contract consistent with the scope of services specified in the <br />RFP and within the specified budget ($33,000) for the project. <br />Taking this action would be helpful in meeting- the timeframes <br />specified for the project -- timeframes necessary for the County <br />to meet its comprehensive -plan deadlines. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve <br />the consultant selection committee's proposed ranking of firms <br />for the traffic circulation project. The staff also recommends <br />that the board authorize the staff to negotiate and the chairman <br />to sign a contract which is consistent with the scope of services <br />specified in the RFP and within the specified budget for the <br />project. <br />ON MOTION by Commissioner Eggert, SECONDED by Commis- <br />sioner Wheeler, the staff unanimously approved the <br />selection committee's proposed ranking of firms in the <br />order listed above; authorized the staff to negotiate <br />and the Chairman to sign a contract consistent with the <br />scope of services in the RFP and within the specified <br />budget. <br />
