DEC 2® 1988 <br />800K 75 PGE 4.39 <br />taking into consideration the cost of running 3 campaigns, <br />inflation, etc. <br />William Koolage, interested citizen, pointed out that any <br />time you project into the future, the farther out you go, the <br />less accurate you are, and he personally would prefer to see <br />increments of 4 years. He also felt the Committee should take <br />another look at the Courthouse and what is proposed to be done <br />downtown as he believed it will be necessary to have a 3 -story <br />building with parking in it. Mr. Koolage did not feel the <br />present Courthouse facility should be torn down and believed it <br />is more a City problem than County problem. <br />Chairman Scurlock advised that the Board has directed our <br />people to do everything they can to save the central core of the <br />old Courthouse. <br />Mr. Koolage continued to emphasize the need to be conserva- <br />tive and his strong feeling that the downtown property owners <br />should be doing something themselves. <br />The Chairman felt that is a separate issue. If we have to <br />build five courtrooms and more offices, and the Commission <br />decides it wants to have them in the downtown area, if it has <br />some benefit for redevelopment, so be it, but we are really <br />building courtrooms and offices for our own purposes rather than <br />having to rent outside space. <br />Mr. Koolage reiterated the importance of readdressing what <br />is needed in shorter increments because of the way various <br />factors continually change. <br />Commissioner Bird expressed his desire to see some funds for <br />Recreation included in the first phase, at least for land acqui- <br />sition in the South County area, as he felt it might make it more <br />palatable to the voters if they could have something they might <br />like to have in addition to the things we must have. He asked if <br />we are talking about going to the voters with a 15 year 14 sales <br />tax with an initial shopping list for the first 5 years and then <br />additional shopping lists for the second two 5 year increments. <br />39 <br />GIP <br />
