Chairman Scurlock noted we mainly are brainstorming but that <br />seems to be the thought right now. <br />Commissioner Wheeler pointed out that this is a one-time <br />shot. He felt a straw ballot is a compromise, and believed the <br />cynics are going to pick that out as a weak point. <br />Discussion ensued regarding the possibility of structuring <br />this so that it is not a straw ballot, and Attorney Vitunac <br />advised that the state doesn't talk about that, but he did not <br />see why it would contravene any state policy. <br />Discussion continued about the fact that we have only one <br />chance to go out and ask for the tax for up to 15 years, and <br />Attorney Vitunac did not feel the state would mind if the Board <br />put in another election saying do you want to remove the <br />authority for the sales tax, if they did that 5 to 10 years down <br />the road. <br />Administrator Collins felt the point is that you have one <br />opportunity to pass it, and whatever you set in the first place <br />is the maximum you can get. He felt if the Board wished to go <br />back later and limit what they got, they certainly could do that. <br />Commissioner Bird asked if a straw ballot is required as a <br />part of this, and Chairman Scurlock explained it is not. The <br />Finance Advisory Committee felt it would be difficult to project <br />a program for the entire 15 year period and believed there would <br />be voter resistance to approving the tax for 15 years without <br />having what it was to be spent on spelled out. Therefore, it was <br />thought that it might be more publicly acceptable if, at the end <br />of the 4th year, we could have some sort of vehicle to say to the <br />public here is the next phase of the projects and give us your <br />input in the form of a straw ballot. <br />Commissioner Bird felt it might be better to say that <br />priorities will be re-established in the second and third phase <br />and that will be done through a series of public hearings rather <br />than a straw ballot. <br />DEG 2 0 1988 <br />40 <br />BOOK 75 PAGE 440 <br />A <br />
