DEC 201888 <br />B°OK 75 1 r1i,t 441 <br />Commissioner Eggert agreed because with public hearings we <br />could actually hear what the people object to and what they want <br />or don't want. <br />Chairman Scurlock believed the idea then would be to ask <br />voters to approve the 14 tax for 15 years and indicate that we <br />would be having public hearings to re-establish priorities every <br />5 years. <br />Attorney Vitunac suggested saying that the entire building <br />program will be adopted at a public hearing and whenever you <br />amend it, it will be only as a result of another public hearing. <br />Commissioner Bowman felt we must realize that we have 54 <br />million in immediate needs and at 5.4 million per year, that <br />would be raised in 10 years. She could not think of any more <br />painless way than the 14 sales tax. <br />Commissioner Bird noted that it would be a tremendous <br />challenge for our new Administrator to put together a sales <br />package to bring this to the public. <br />Commissioner Wheeler did not believe there is time. We <br />only have two months, and he felt we must address as many areas <br />in this community as we can as quickly as we can. <br />Chairman Scurlock reported that those he has contacted so <br />far have had a positive attitude; they just want to be sure we do <br />not go for unnecessary things. <br />OMB Director Baird referred to the detailed analysis of the <br />optional one cent sales tax that he had prepared for the Board's <br />information. Board members felt that something considerably <br />simpler was needed to present the picture to the general public, <br />and Director Baird agreed. He noted that the analysis presented <br />is just to give the Commission all the facts; he was aware that <br />it is overwhelming. <br />Chairman Scurlock believed he is hearing that the basic <br />decision is to go for the 15 years and then change priorities <br />every 5 years in a public hearing process. He advised that he <br />already has started scheduling speaking engagements. <br />41 <br />
