Mr. Koolage expressed his strong feeling that the Board must <br />go for the 15 years and agreed public hearings at the end of the <br />fourth year would be better than a straw ballot or referendum. <br />Commissioner Wheeler commented that he would like to <br />approach the City to see if they would be willing to commit a <br />portion of their income from this tax to downtown redevelopment, <br />and Commissioner Bird believed we could ask them in a spirit of <br />cooperation. He felt that selling this tax to the public is the <br />single most important thing the five Commissioners will ever do <br />during their time in office to assure the continued quality of <br />life we have in this county. <br />The Chairman noted that he would like some authorization at <br />the appropriate time to set a time and use the Riverside Theatre <br />or highschool auditorium for a public presentation. He asked if <br />everyone agrees that the first priorities are the Jail, the Court <br />facilities, the Health Building and land acquisition. <br />Administrator Collins believed part of it will have to be <br />for recreation because we have a commitment to the State to do <br />some development at the North Beach complex within 5 years or the <br />property reverts. <br />Chairman Scurlock emphasized that this revenue can only be <br />used for capital improvements, and Director Baird confirmed that <br />it cannot be used for operating costs. <br />Chairman Scurlock informed that Board that he will send a <br />copy of his proposed presentation to each Commissioner. <br />TRANSPORTATION PLANNING COMMITTEE REPORT <br />Commissioner Bowman reviewed the following: <br />42 <br />DEC 20 1988 <br />� <br />BOOK � 5 rN.
