ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />staff's recommendation, as set out in the above memo. <br />PARTIALLY EXECUTED AGREEMENT IS ON FILE IN THE OFFICE OF THE <br />CLERK TO THE BOARD <br />PROPOSAL FOR ESTABLISHMENT OF SAFETY PROGRAM AND HIRING OF SAFETY <br />COORDINATOR <br />The Board reviewed the following memo dated 12/27/88: <br />TO: Bill Collins, Acting DATE: December 27, 1988 FILE:. <br />County Administrator <br />FROM: Susan M. Tillm <br />Risk Manager <br />SUBJECT: <br />PROPOSAL FOR ESTABLISHMENT <br />OF SAFETY BOARD, ACCIDENT <br />REVIEW BOARD, EMPLOYEE <br />ASSISTANCE PROGRAM AND HIRING <br />OF SAFETY COORDINATOR. <br />REFERENCES: <br />BACKGROUND <br />Prior to a Risk Manager being hired, Indian River County <br />conducted safety committee meetings run by Doug Wright. Areas of <br />greater liability in the County were identified. Work was <br />underway to correct them and safety films were shown to <br />employees. <br />In an effort to continue this program with the goals: <br />A. To reduce the Worker's Compensation losses <br />B. To curb General Liability losses through inspections and <br />loss prevention. <br />Staff proposes to expand the Safety program and seeks funds to do <br />so. As of 11/1/88 Indian River County is self insured for the <br />first $100,000 of all losses. This is a prime consideration in <br />establishing a strong safety and loss prevention program. <br />ANALYSIS <br />It is proposed that the following committees comprise the <br />future Safety Committee for Indian River County: <br />I.
