,JAR 31989 <br />BOOK .75 FAGS 452 <br />However, counties have the option of upgrading to a much faster <br />Tandy 4000 LX with a 80386 microprocessor operating at 20 MHz. This <br />system will be able to handle multi-user networking. As different <br />entities add to their computer inventory they will be able to connect <br />to the 80386 at a reasonable cost. This will enable all computers <br />in the office to be interconnected to share modems, printers, and <br />software which will result in a reduction in cost. This computer <br />will also allow outside callers access to county bulletin boards for <br />information or to leave or receive electronic mail at the same time <br />the 80386 is being used in the office. There are other cost and <br />time saving operations this system will benefit this office due to <br />the speed and amenities offered. <br />FUNDING <br />The cost to upgrade the system from a 3000 NL to a 4000 LX is <br />approximately $1,800.00. By taking this option the County will be <br />receiving a state-of-the-art microcomputer system valued at <br />approximately $6,000.00 for $1,800.00. The available funds from IFS <br />or Extension Office budget will not support the added cost. <br />RECOMMENDATION <br />Bases on the information provided staff request approval of a budget <br />amendment to the Agriculture Extension Office not exceed $1,800.00 <br />to purchase the upgraded microcomputer system. <br />Commissioner Eggert always had a problem when the State <br />gives us part of the money to do something and then asks us to <br />upgrade it, and wondered how necessary this was. <br />Sonny Dean, Director of General Services, explained that the <br />State has allowed the Agricultural Extension Office to have a <br />minimum piece of equipment that meets the bare necessities, and <br />have asked us to upgrade it so that it will be of more benefit to <br />the Agricultural Office. <br />Commissioner Scurlock was familiar with this particular <br />computer, and explained that the main difference is the operating <br />speed. He doubted very seriously if the people who operate it <br />need any more speed. <br />Commissioner Bird asked if they have a contingency fund in <br />their budget, and OMB Director Joe Baird advised that they did <br />not and that the difference would have to come out of the general <br />contingency fund. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board by a vote of 4-1, <br />Commissioner Bird dissenting, denied the request for <br />approval of a budget amendment in the amount of $1,800. <br />8 <br />
