F. IRC Bid 89-33 - Petroleum Products Award of Bid <br />The Board reviewed the following memo dated 12/20/88: <br />DATE: DECEMBER 20, 1988 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THRU: WILLIAM G. COLLINS, II <br />ACTING COUNTY ADMINISTRATOR <br />FROM: H.T. "SONNY" DE <br />DIRECTOR OF GENERAL -ERVICES <br />SUBJECT: INDIAN RIVER COUNTY BID 89-33 <br />PETROLEUM PRODUCTS AWARD OF BID <br />BACKGROUND <br />Bids were received on Wednesday, November 28, 1988 for the subject <br />commodities. The bid was properly advertised and five invitations <br />were sent out with all vendors responding. <br />ANALYSIS <br />The low bid was submitted by Belcher Oil Company and they took no <br />exceptions to the specifications. Indian River County used this <br />company to supply the same materials during the last year. <br />FUNDING <br />Purchases will be made on as needed basis by individual departments <br />using funds in their respective operating budgets. <br />RECOMMENDATION <br />Staff recommends Belcher Oil Company be awarded the contract based <br />on their low bid. <br />Commissioner Bird noted that all the pricing of fuel <br />mentions OPIS, and General Services Director Sonny Dean explained <br />that OPIS is a firm which publishes a weekly price from all the <br />terminals in the state. The price is marked up from the price <br />they bid, which is the way most bids are handled on petroleum <br />products are handled. <br />Commissioners Bowman and Scurlock understood then that OPIS <br />is actually a price index. <br />JAN 3 `d989 <br />9 <br />ROOK 75 PAGE 453 <br />
