BOOK 75 FAGE.55 <br />1 <br />Mrs. Odessa Clark came before the Board and submitted plans <br />of her house and copy of the inspection she had on her property. <br />Commissioner Bird noted that from the plans it appears i't is <br />a Targe, very nice house, but he did not understand the problem <br />in getting it completed. The last inspection, which was on the <br />insulation, is dated November 26, 1986; the Building Department <br />does have rules and regulations all must abide by; and it seems <br />Mrs. Clark is stretching them. <br />Mrs. Clark informed the Board that the house is completed, <br />and all she needs is the final inspection. <br />Commissioner Scurlock asked the Building Director if the <br />home is ready for final inspection. <br />Building Director Rymer informed the Board that she has not <br />been to the home and has not sent an inspector out there. When <br />Mrs. Clark came into the office, the issue was whether or not she <br />needed a new permit for her to continue, and according to the <br />records, she has to renew the permit. That would be a very <br />simple procedure. There is another problem, however, which is <br />that when the permit is renewed, it triggers various impact fees. <br />The County has provided county water to this property since Mrs. <br />Clark started building 11 years ago; so, now they want her to tie <br />into the county water system and pay the impact fees which are <br />around $1,500. The renewal of the permit will also trigger the <br />traffic impact fees. Those fees would have been $500, but today <br />the cost is $1,100. <br />Commissioner Scurlock asked if Mrs. Clark currently has a <br />well or is actually hooked up to water and wastewater. <br />Mrs. Clark stated that she has a well; she got a permit for <br />a septic tank 11 years ago; and now they want her to pay all <br />these other things to bring her up to date from 11 years ago. <br />Utilities Director Pinto advised that where Mrs. Clark's <br />house is located will be part of the Gifford wastewater system, <br />and whether there is an existing building permit or not or <br />18 <br />
