Pr— <br />IJAN 10 1999 <br />Bog 75 Du. 534 <br />PROCLAMATION HONORING "BILL" COLLINS <br />Chairman Wheeler read aloud the following Proclamation <br />honoring Attorney William Collins for his accomplishments while <br />serving as Acting County Administrator: <br />PROCLAMATION <br />WHEREAS, ,on'August 10, 1988, WILLIAM G. COLLINS II, <br />affectionately known as "Bill", was appointed by a unanimous <br />vote of the Board of County Commissioners to be the Acting <br />County Administrator; and <br />WHEREAS, Bill Collins accepted the challenge and. <br />divided his time and duties between the County Attorney's <br />Office and.,the.Cbunty Administrator's Office, and <br />WHEREAS, since Bill Collins saw himself first as an <br />attorney rather than an administrator, his first order of <br />business was to •initiate a search for a permanent <br />administrator; .and <br />WHEREAS,' Bill -'Collins saw his priorities as follows: <br />• <br />1. Ongoing litigation in the Attorney's Office <br />2. Administrator of County government <br />3..:'.Other.staff and departmental support work in the <br />Attorney's Office; and <br />WHEREAS; Bill'Collins upon deeper involvement in the <br />duties of Administrator, determined that it would take more <br />time than originally anticipated and he rearranged his <br />prioritieai and <br />WHEREAS, Ca few.of Bill Collins' major accomplishments <br />were finalizing'.and implementing a long overdue Wage and <br />Salary Classification plan and immediately the morale of our <br />County personnel•`,soared; 'he handled and settled pending <br />complicated personnel problems; he successfully defended the <br />County in"several-court cases, he handled the :.everyday <br />county operation;.With speed and efficiency; <br />NOW;THEREFORE,1BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS Ot;+t�INDIAN RIVER COUNTY, FLORIDA,' that the <br />Board •expresses•�`deep appreciation and gratitude for the <br />service he has" performed on behalf of Indian River., County <br />and looks'forward'to Bill.Collins'•.long, and fruitful ,j, future <br />in ,the AttorneyLe Office.. <br />Dated.this'10th".day sof <br />January.,'1989 <br />2 <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTYp•FLORIDA. <br />BY: <br />A <br />rfjt .
