The application will accompany the request to HRS for an <br />Advanced Life Support Service License for Indian River County. <br />It is recommended that the Board of County Commissioners -approve <br />the Certificate of Public Convenience and Necessity for_the Indian <br />River County Department of Emergency Management Services so that <br />the applicable state licenses can be obtained in a timely manner <br />to effectuate quality delivery of ALS service to the citizens <br />of Indian River County. <br />This is the initial process in which implementation of a county <br />wide EMS system will be accomplished with a single focus of manage- <br />ment as directed by the Board of County Commissioners in a unan- <br />imous vote on December 20, 1988. A smooth transition is anti- <br />cipated and the various providers have demonstrated a willingness <br />to cooperate, communicate, and coordinate in this endeavor. <br />TO: Emergency Services DATE: January 3, 1989 FILE: <br />Coordinating Committee <br />%i2) <br />FROM: Doug Wright, Director <br />Department of Emergency <br />Management Services <br />Indian River County Appli- <br />SUBJECT: cation for a Certificate of <br />Public Convenience and Nec- <br />essity for EMS Advanced Life <br />Support Service <br />REFERENCES: Indian River County <br />Ordinance #87-66 <br />It is requested that the information contained herein be formally <br />considered by the Emergency Services Coordinating Committee during <br />the special called meeting on January 4, 1989. <br />DESCRIPTION AND CONDITIONS <br />On December 9, 1988, the Emergency Services Coordinating Committee <br />approved a proposal for the Indian River County Department of Emer- <br />gency Management Services to operate the Emergency Medical Services <br />Advanced Life Support System within Indian River County and establish <br />a single focus of management for the entire EMS system. <br />On December 20, 1988, the Indian River'County Board of County Com- <br />missioners approved the recommendation of the Emergency Services <br />Coordinating Committee in a unanimous vote. <br />An application for a Certificate of Public Convenience and Necessity <br />is now before the Emergency Services Coordinating Committee to pro- <br />vide the Advance Life Support service in Indian River County pursuant <br />to Ordinance #87-66 and approval is requested. <br />22 <br />
