The ability to fund the ALS service prior to October 1, 1989, is <br />being addressed in a cooperative manner between the County and the <br />Hospital. Subsequent to October 1, 1989, Indian River County will <br />have the funding mechanism in place for the ALS service. No fees <br />will be charged of the patient in need and only third party billing <br />will occur. <br />The BLS providers in the County will continue to provide the emergency <br />transport vehicles and service. The South County Fire District <br />will participate in the ALS service providing one emergency transport <br />vehicle at this time. Locations of staff and equipment are iden- <br />tified in the proposal prior approved as referenced above. <br />Financial reports and data as to the financial status of the County <br />is available in the public records. Insurance for the service will <br />be constantly monitored by the Risk Manager since the County is <br />partially self insured at this point in time. <br />ALTERNATIVES AND ANALYSIS <br />Alternatives to this approach has prior been discussed and debated <br />in depth and will not be revisited in this agenda item. <br />The Board of County Commissioners has approved an ALS Service with <br />the Department of Emergency Management Services being the single <br />focus of management for the BLS and ALS service with the County. <br />Implementation of this approach is being accomplished in a cooper- <br />ative spirit with the Indian River Memorial Hospital staff and a <br />tentative date of February 1, 1989 has been agreed on as a target <br />date for operations to being at the County level. <br />RECOMMENDATION <br />The EMS Director recommends that the Emergency Services Coordinating <br />Committee approve the Application for a Certificate of Public Con- <br />venience and Necessity from Indian River County. If approved, a <br />public hearing has been set for January 10, 1989, for the Board <br />of County Commissioners to_act upon the Committee recommendation. <br />The Chairman asked if anyone present wished to be heard. <br />Emergency Management Director Wright believed the memos are <br />pretty self-explanatory. This will be an umbrella license that <br />the County will have. The other organizations, such as IRCVAS, <br />South County Fire, etc., will be operating under that, and we <br />will be issuing internal certificates of public convenience and <br />necessity to the providers. <br />It was determined that no one else wished to be heard, and <br />Chairman Wheeler thereupon declared the public hearing closed. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Scurlock, the Board unanimously approved <br />the application for a Certificate of Public Conveni- <br />ence and Necessity for Indian River County to <br />operate a countywide ALS service. <br />JAN 10199 <br />23 <br />gar FuE553 <br />
