EMERGENCY AUTHORITY TO WAIVE BIDS & PROVIDE FUNDING FOR EMS <br />UNIFORMS AND ALSO FOR ALS KITS <br />The Board reviewed the following memos from Emergency <br />Management Director Wright: <br />TO: Jim Chandler DATE: January 9, 1989 FILE: <br />County Administrator <br />SUBJECT' Approval for Emergency Authority <br />'to Waive Bids and Provide Fund- <br />ing for EMS Uniforms <br />FROM: Doug Wright, Director REFERENCES: <br />Emergency Management Services <br />t‘ti" <br />D <br />/ , 9e9 <br />R t <br />ocz co,f0rjzi °74:P/070), <br />� <br />It is respectfully requested that the information containe �',$t2 `e <br />given formal consideration as an added agenda item for the Board <br />of County Commissioners meeting scheduled for January 10, 1989. <br />DESCRIPTION AND CONDITIONS' <br />Pursuant to mutual agreement between the County and the Indian River <br />Memorial Hospital, Inc., plans are being formulated and implementa- <br />tion processes are occurring wherein Indian River County will assume <br />responsibility for and management of the EMS ALS System with a tent- <br />ative effective date of February 1, 1989. <br />Many issues must still be addressed and resolved. One primary issue <br />at this point is the purchase of uniforms for the EMS staff so that <br />the above referenced implementation date can be accommodated. Staff <br />is requesting funding for the EMS uniforms and authority to waive <br />bids from the Board of County Commissioners for this emergency pur- <br />chase. <br />Initially, only new uniforms for the paramedics were being considered. <br />However, after meeting on several occasions with the volunteers <br />and paramedics, it appears that all the providers are in agreement <br />that everyone providing EMS service in the County should be sim- <br />ilarily dressed. The one exception to this would be for the fire <br />service since the costs of changing uniforms would not be econom- <br />ically feasible. <br />The Indian River County Volunteer Ambulance Squad has 150 active <br />members. The North County Ambulance Service comprised of the Fells - <br />mere and Sebastian Volunteer Ambulance Squads has 120 members. <br />The numbers cited above are members who regularly run on assigned <br />shifts providing BLS service to the respective communities and county <br />wide on a mutual aid basis. The County proposal for EMS service <br />as approved by the Commission on December 20, 1988, provides for <br />a total of 23 paramedics and one paramedic supervisor for a total <br />of 24 staff members. <br />Staff is proposing that each of the 270 volunteer members who are <br />assigned shifts and active members of the volunteer Ambulance squads <br />making runs on ALS vehicles with paramedics would be provided a <br />uniform by the County consisting of one shirt and one pair of pants <br />which they would maintain.
