JAN d 0 '989 <br />roo. <br />5f53 <br />For the paramedics, staff is proposing that each of the 24 paramedics <br />be provided with the following: <br />Three Shirts <br />Two Pants <br />Two Jump Suits (reflective material on suit) <br />Appropriate emblems and insignia <br />TOTAL ESTIMATED COSTS FOR 24 PARAMEDICS <br />TOTAL ESTIMATED COST FOR 270 VOLUNTEERS <br />ALTERNATIVES AND ANALYSIS <br />$ 350.00 <br />$ 8,400.00 <br />$13,500.00 <br />GRAND TOTAL $21,900.00 <br />Providing a single uniform to each of the volunteers is an extremely <br />small price to pay for the uncompensated hours that the volunteers <br />give to their respective communities. There are many volunteers <br />that give of their time to more than one volunteer entity. Staff <br />agrees that if all EMS are wearing a similar uniform not only can <br />the law enforcement community more easily identify EMS personnel <br />at an emergency scene, but a collateral benefit of a team approach <br />and some degree of solidarity will be the result. <br />It is felt that if the Board approves this request, it will be of <br />benefit to continue the process of augmenting the providers under <br />a single focus of management and achieving the objectives as refer- <br />enced in the EMS proposal earlier submitted and approved by the <br />Board of County Commissioners. <br />The alternatives in regard to this request are as follows: <br />1. Approve waiver of bids for the emergency purchase of <br />uniforms for the paramedics only. <br />2. Approve waiver of bids for the emergency purchase of <br />uniforms for the paramedics only at a reduced quantity <br />level. <br />3. Approve the waiver of bids for the emergency purchase of <br />uniforms for the paramedics and volunteers at the level <br />proposed above. <br />RECOMMENDATION <br />Staff recommends alternative #3 in order for the EMS Director to <br />continue to incorporate the various entities and providers into <br />an organization consisting .of team players in order to provide the <br />very best level of care for the patient in need. <br />The paramedics and volunteers collectively agree that this would <br />be a step in the right direction in achieving a unified EMS system <br />wherein each person would contribute their expertise and training <br />in this substantial endeavor. Staff also feels that additional <br />volunteers may be recruited and retained if this recommendation <br />is approved. The perception by some volunteer members and potential <br />members of being less than a viable member of the EMS organization <br />would be mitigated with this singular action by the Board of County <br />Commissioners. <br />Approval is recommended of the waiver of bids and funding in the <br />amount of $21,900 so the emergency purchase of uniforms can be ac- <br />complished prior to February 1, 1989. <br />34 <br />
