�.J <br />TO: Jim Chandler <br />County Administrator <br />nu <br />J/►N 1989, <br />c RECEIVED v <br />BMW ttAiN 11 654 <br />COMMISSIUt E <br />do c -e X41, <br />DATE: January 9, 1989 FILE: <br />Approval for Emergency <br />SUBJECT: Authority to Waive Bids and <br />Provide Funding for Advanced <br />Life Support Kits, Drugs, and <br />upgrading of BLS Vehicles <br />to ALS Status <br />FROM: Doug Wright �'z£ector REFERENCES: <br />Emergency Management Services <br />It is respectfully requested that the information contained herein <br />be given formal consideration as an added agenda item for the Board <br />of County Commissioners meeting scheduled for January 10, 1989. <br />DESCRIPTION AND CONDITIONS' <br />Pursuant to mutual agreement between the County and the Indian River <br />Memorial Hospital, Inc., plans are being formulated and implementa- <br />tion processes are occurring, wherein Indian River County will assume <br />responsibilityfor and management of the EMS ALS System with a tent- <br />ative effective date of February 1, 1989. <br />Many issues must still be resolved and at this point emergency auth- <br />ority to waive bids for purchase of two advanced life support kits, <br />drugs, and funds to upgrade BLS vehicles to ALS status is requested <br />from the Board of County Commissioners. <br />ALTERNATIVES AND ANALYSIS <br />The proposal approved by the Board of County Commissioners on Decem- <br />ber 20, 1988, for county.management of the EMS ALS system provided <br />for seven (7) service locations which means that a minimum of seven <br />(7) ambulances must be equipped and permitted for ALS service at <br />all times. <br />The Indian River Memorial Hospital staff advises that six (6) ALS <br />kits will be transferred to the County. This leaves a deficit of <br />one (1) kit without any backup should a kit be required to be taken <br />out of service for maintenance. This would allow for all seven <br />(7) service locations and vehicles to be available for ALS calls <br />at all times-. <br />Each ALS kit should include as a minimum the following: <br />Apcor FCC authorized EMS Telementry <br />Life Pak #5 Defibrillator/monitor <br />Laryngoscope blades; all sizes <br />Disposable endoatracheal tubes (6 ea.) <br />$8,300 <br />7,000 <br />573 <br />153 <br />�I��� �5 35 � m w.A., <br />JAN 1 0 BOOK .5b'7 <br />ti <br />
