Baird <br />OMB Director <br />DESCRIPTION AND CONDITIONS <br />While in the position of Director of the Office of Management and <br />Budget I have accumulated excessive amounts of vacation (336 hours). <br />Under the current personnel guidelines we are only allowed to <br />accumulate 150 hours of vacation. This will mean I lose 186 hours. <br />For the most part, it is my feeling that the excess accumulation was <br />due to circumstances beyond my control for the following reasons: <br />1. The following divisions were organized under the Office of <br />Management and Budget pending the hiring of an Assistant <br />County Administrator and because of the dissolution of the <br />department of General Service: <br />Sebastian Library <br />Vero, Beach Library <br />Emergency Management <br />North County Fire District <br />Animal Control <br />Risk Management <br />Veteran's Service <br />Extension Service <br />Youth Guidance <br />Welfare <br />Purchasing <br />Probation <br />2. In addition to having the responsibility of _these divisions, <br />many had substantial position vacancies. The purchasing <br />manager and purchasing specialist positions were vacant for <br />some time leaving only a secretary in purchasing. This meant <br />the Budget Officer had to do the daily hands on purchasing. <br />(Budget staff consisted of three employees total). The Risk <br />Manager and secretary position in the Risk Management division <br />were vacant leaving no employees to do insurance. Other <br />divisions had vacancies within, shifting additional burdens on <br />the Office of Management and Budget. <br />3. .The library divisions were new to the county system and had a <br />new building program whichrequired a lot of time, training, <br />organizing and working with library personnel directly. <br />4. I inherited divisions like Emergency Management, <br />Veteran's Service, Youth Guidance, Welfare, and <br />County Fire District which are not financial <br />requiring research and time. <br />5. The Budget Office had to accomplish budget matters as well as <br />keep the divisions under their authority functioning. <br />Probation, <br />the North <br />in nature <br />6. I had requested several times immediate assistance in filling <br />the vacant positions under my departments. <br />I have accumulated a large amount of vacation leave of which I do not <br />feel I should lose because of the circumstances listed above.
