JAM 'd 69 <br />BOOK 75 F,s.GE 594 <br />Commissioner Scurlock advised that he has some very strong <br />feelings about this and believed it best could be addressed by <br />directing the Administrator to investigate and research this <br />matter in detail and come back with a recommendation. He had a <br />real problem in that this is not,the only case. For'example, <br />Director Pinto is in a similar situation and also made a request. <br />We require our department heads to take their vacations, and he <br />felt there must be some limitations on building up this kind of <br />leave. He did not question that OMB Director Baird had been <br />asked to cancel his vacation, but felt strongly that this needs <br />to researched and possibly a new policy set forth as he did not <br />want to set a precedent we cannot live with. <br />Commissioner Bird noted that he has talked to the Personnel <br />Director about this also. Our personnel policy is pretty clear <br />about how much vacation you can accumulate, and that has been in <br />effect for quite a while. He also had a bit of a problem with <br />the fact that OMB Director Baird works directly under the Board, <br />and Commissioner Bird believed we must treat all consistently. <br />He felt sure there were others in this situation over the years <br />and believed it would be very difficult to go back and recapture <br />all this and bring everyone up to date. He realized someone <br />cannot always take a vacation when they want to, but it should be <br />taken, and he would hope that it could be rescheduled. <br />Commissioner Eggert agreed that vacation time should be <br />taken, but did feel strongly that OMB Director Baird was in an <br />absolutely unique situation with this because he really got <br />dumped on as no one else did. She was sure there are other <br />department heads who need to have their vacation time examined, <br />but when this matter goes to the Administrator, she wants it to <br />go with the strong feeling that Mr. Baird is in a unique <br />situation. Commissioner Eggert pointed out that there is <br />precedent - former County Attorney Brandenburg was paid for <br />vacation when he was unable to take it. She felt if the <br />situation is truly unique, that we should recognize this, try to <br />62 <br />
