He emphasized that he does not <br />want to see dedicated employees who work hard lose vacation time <br />because they have spent time working; vacation time is something <br />they have earned, and where we draw the line is debatable. <br />Commissioner Bowman felt that once we get over this <br />particular hurdle, it then should be clearly spelled out in the <br />Personnel rules that either you take the vacation or lose it. It <br />was noted that is already spelled out. <br />OMB Director Baird wished to point out that in Division Head <br />meetings a year and a half ago, they were all told that if you <br />can't take your vacation, you won't lose it. Since then, of <br />course, there has been a turnover in staff. <br />Administrator Chandler felt you can develop a policy that <br />can be adhered to that will benefit the personnel, but at the <br />same time clearly indicate they need to take their vacation <br />within certain time frames. The City of Hollywood had such a <br />policy, and he did not know of any case where anyone lost any <br />vacation time. He stressed, however, that this policy must be <br />clear cut; it must be adhered to, and it must be applied <br />consistently. Mr. Chandler did not know what liability we may be <br />looking at here, and he will have to research that. <br />Commissioner Bird SECONDED the Motion made by Com- <br />missioner Scurlock to have the Administrator research <br />the matter of Director Baird's vacation and vacation <br />policy in general. The Motion was voted on and carried <br />unanimously. <br />FINANCE ADVISORY COMMITTEE REPORT <br />Commissioner Scurlock informed the Board that the Committee <br />unanimously recommended that language very similar to what we <br />passed today be adopted for the 14 Sales Tax Ordinance.
