Just driving along Jungle <br />Trail is a nice experience in itself, but most people are using <br />the land westward of the road itself. Some, people even bring <br />their boats in there and have picnics. He didn't know how we <br />were going to treat that in the future. <br />Robert Keating, Director of Planning & Development, noted <br />that parking was one of the difficult issues that came up in the <br />discussions on the management plan. The Town of Indian River <br />Shores prohibits parking along the trail, and the question is <br />what should the County do on its portion of the road, <br />particularly as development comes in. The management plan also <br />will regulate the revegetation of the buffer. The question is <br />that if the buffer is revegetated or additional landscaping is <br />put in, will there still be allowances for parking and will <br />people still have water access to the Trail. <br />Commissioner Scurlock felt that the management plan should <br />encourage people to use County land rather than private property <br />for their recreational purposes. Right now, it seems that there <br />is a mass, uncontrolled activity which is degradating Jungle <br />Trail. He assumed we still want to keep the Trail available for <br />people to use it in a positive way, however, and if that is so, <br />he felt there has to be a management plan because we just cannot <br />let people do their own thing. <br />Mrs. Bunnell agreed because the main goal is to preserve the <br />Trait, and Commissioner Bird added that in order to preserve the <br />road we are going to have to stabilize the shoreline in some way. <br />He wanted to find some way to mitigate what is happening there <br />now on Jungle Trail, and hoped that the management plan will <br />finallyiresolve the issue and preserve the Trail without <br />precluding the public from using a certain portion of those lands <br />for recreational purposes. <br />Commissioner Bird inquired about the berms being built along <br />the portion of the road in Indian River Shores, and Director <br />37 <br />
