.JAN 2 4 X989 <br />E'OOK i) FACE 695 <br />COUNTY HEALTH DEPARTMENT - ADDITIONAL SPACE <br />The Board reviewed the following memo dated 1/18/89: <br />DATE: JANUARY 18, 1989 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: H.T. "SONNY" DEAN_ <br />DIRECTOR OF GENE'S 'ERVICES <br />SUBJECT: COUNTY HEALTH DEPARTMENT; ADDITIONAL SPACE <br />BACKGROUND <br />In December of 1989, Commissioner Carolyn Eggert carried to the <br />Board a proposal to purchase two pieces of property in the area of <br />the County Health Department Building that would relieve some of <br />their critical need for additional space. Monies to purchase this <br />property would come from funds set aside by the State and dedicated <br />toward facilities such as this in Indian River County. The Board <br />approved staff to look at the property and come back to them with a <br />recommendation. <br />The first piece of property was the FIKA Building located at 2405, <br />14th Avenue, owned by Mr. Glenn Strunk and had been on the market <br />for $300,000.00. The second piece of property was the Cappelen <br />Building located at 2455, 2457, and 2459, 14th Avenue, owned by Mr. <br />Russell G. Cappelen and had been on the market for $250,000.00. <br />On Tuesday, January 17, 1989 Mrs. Strunk telephoned to advise that <br />the FIKA building was rented and had been taken off the market. <br />The Cappelen property consist of a 3 -unit, single story, <br />retail/office building with a vacant lot. Napier Appraisal Services <br />was retained to give an appraisal on this property. Mr. Cappelen <br />had indicated to this writer that he would sell the property to the <br />County for $335,000.00. The Napier appraisal came in at <br />$225,000.00. <br />ANALYSIS <br />The local Health Department people have indicated they would like to <br />have the entire Cappelen Building for their use even though the FIKA <br />property is no longer available. We are presently leasing one unit <br />of this building and one unit is vacant. A local bread company has <br />the other unit leased until May of 1989. <br />With the need for space critical, and if the funds are available <br />from the State it would probably be in the County's best interest to <br />purchase the Cappelen property. Total cost to lease two units in <br />this building would be approximately $1,400.00 per month. There is <br />about that much revenue now being received from the bread company <br />lease. <br />RECOMMENDATION <br />It is requested that staff be authorized to make an offer to <br />purchase the Cappelen property based on the Board's recommendation, <br />and contingent upon approval from the State for use of the funds set <br />aside for this type of use as described above. <br />47 <br />
