General Services Director Sonny Dean apologized for the <br />error in the amount of the Capellen's offer as set out in the <br />above memo. The offer is $235,000 instead of $335,000, and the <br />appraisal came in at $225,000. <br />Commissioner Scurlock asked what restrictions there would be <br />on disposing of these buildings that were purchased with the help <br />of State funds, if, at sometime down the line, we moved <br />everything into a central location. <br />Environmental Health Director Michael Galanis stated that at <br />this point in time the only thing that is known about these funds <br />is that they are for health department buildings. We have to get <br />permission from the State, of course, and we already have asked <br />for that permission. We described the Capellen building and the <br />State has given a verbal "that sounds good". Mr. Galanis didn't <br />feel there was any legal way the State could make the County use <br />the funds that were used for this property for other health <br />department buildings in the future. He had not seen it described <br />that way in anything he has read, but there might be some thought <br />that there is a moral responsibility to do that. He stressed <br />that this move will not solve the space problems, only make <br />things just a little more comfortable for 3-5 years or so. <br />Commissioner Bird understood that the funds come from the <br />State to the County, and then the County purchases the property <br />and takes title to the property, with no strings attached to the <br />funds, and Director Galanis said that was correct. <br />Commissioner Scurlock wanted to see a commitment from the <br />State for these funds before we make an offer on the Capellen <br />building, but Administrator Chandler reported that Dr. Berman has <br />advised that the State will not do that. <br />Attorney Vitunac advised that we could structure the offer <br />to purchase contingent upon receiving the State funds prior to <br />closing, but Commissioner Bird wanted to see an appraisal of the <br />property first. <br />48 <br />JAN 2 41989 <br />i <br />?oo w„E 6 % <br />
