As stated above the Board of County Commissioners budgeted $2,500 <br />for a phone system in this fiscal year. The net difference between <br />the new telephone system and the budgeted amount totals $5,984.00. <br />Funds are available in account #001-000-247-008-00 which can be <br />utilized for this purpose since funds in the amount of $40,000.00 <br />remains in this account for civil defense purposes. The funds were <br />obtained during the DRI process from developers associated with <br />Village Green. <br />ALTERNATIVES AND ANALYSIS <br />The Department of Emergency Management Services experienced sub- <br />stantial telephone problems during the month of October when the <br />potential for a hurricane threat arose and the Emergency Operations <br />Center was partially activated. An additional two telephones mal- <br />functioned and could not be utilized for incoming and outgoing calls. <br />These two phones plus an additional two phones already out of ser- <br />vice severely inpacted the EOC's ability to function. <br />The telephones out of service are not cost effective to be repaired. <br />The phone system currently in place is inferior in that calls cannot <br />be transferred in many instances without losing the called and this <br />hampers the effectiveness of the Department in dealing with state <br />officials and Citizens of this Community. <br />RECOrMENDATION <br />The Department of Emergency Management Services must have an effective <br />and dependable telephone system. At any given point in time the <br />EOC may have to be activated to protect life and property due to <br />a major incident. <br />Staff recommends that the Board of County Commissioners approve <br />the Essx telephone system recommended by the Florida Division of <br />Communications that is currently on the State Contract in the amount <br />of $8,484.00. Funds needed in excess of the prior approved $2,500.00 <br />are available as referenced above in the account number noted. <br />Approval of this request will enhance the Emergency Operations Center <br />and the Department of Emergency Management Services ability to <br />function with the increased responsibilities and respond to the <br />threat of disaster. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bowman, the Board unanimously approved the <br />Essx telephone system recommended by the Florida <br />Divisions of Communications for the Department of <br />Emergency Management and approved Budget Amendment <br />#043 transferring the net difference between the <br />budgeted amount and the amount needed. <br />21 <br />JAN 3 1199 <br />LOOK . 75 ME. 747 <br />
