Florida Division of <br />FROM: Doug Wright ,Director Communications Review of <br />Emergency Management Services Existing System and <br />Recommendation for New System <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On January 17, 1989, Telecommunications Systems Consultant James <br />A. Estes of the Florida Division of Communications conducted an <br />analysis in terms of existing telephone equipment of the Department <br />of Emergency Management Services. The review was requested by Indian <br />River County to obtain new equipment during renovation to replace <br />antiquated phones in which four out of nine are currently inoperative. <br />An additional benefit of the State Contract price and a recommendation <br />from the State for equipment capable of providing for future growth <br />was an objective. <br />The Board of County Commissioners approved the expenditure of 2,,500 <br />dollars for a new phone system for the Department of Emergency Manage- <br />ment Services in FY 88-89. The Department functions, responsibilities <br />and staffing has recently increased and the readiness status of <br />the Emergency Operations Center must be maintained for an orderly <br />response to unusual events that occur within the County. <br />The Division of Communications advises that the sum of $8,205.25 <br />will be required to install the Essx System with the following con- <br />figuration: <br />1. One baseline system (Config. 4), Premier ESP 60 <br />2. Twelve twenty-four line telephone sets -$157 ea. <br />3. 1425' station wire, type 2 Teflon <br />4. Three DSS/BLF Consoles -$65.00 ea. <br />5. Three LCD (Liquid Crystal Display) kits -82.00 ea. <br />6. One MOH Card (Music on Hold) <br />7. Battery Power <br />Total <br />$3,882.00 <br />1,884.00 <br />698.25 <br />705.00 <br />246.00 <br />30.00 <br />1,266.00 <br />$8,205.25 <br />The Essx System is on State Contract and can be purchased without <br />the bidding process. The recurring costs for the three (3) Essx <br />lines from the Vero Beach Central Office Essx will be $24.50 each <br />or a total of $73.50 per month. Currently, Florida Power and Light <br />pays for one of the three existing lines under a grant entitled <br />Radiological Emergency Preparedness Agreement. There will also <br />be a non-recurring charge of $278.75 for the service order charge, <br />wiring charges, premises visit charge, Essx line installation, and <br />RJ21X telephone jacks. <br />The purchase of the equipment and one time costs totals $8,484.00. <br />20 <br />
