poverty level. The Hospital provides urgent care - not primary <br />care. Primary Care was an amendment two years ago to the Public <br />Health Act. We got a grant last January to begin this program, <br />and under Primary Care alone, we have seen approximately 3,000 <br />people and delivered over 5,000 services. There is a bigger <br />demand than anyone projected. <br />Commissioner Scurlock expressed his great concern about the <br />services we are delivering to the non -indigent - those who easily <br />can afford their own doctor. <br />Dr. Berman explained that we now provide for appointments <br />for innoculations for people who travel, and there is a fee <br />charged to cover costs. He clarified that Preventive Health <br />Care, which includes such things as flu shots, innoculations, and <br />blood pressure checks, is provided to any person in the <br />community. Primary Care is only provided to the indigent. <br />Commissioner Scurlock still was opposed to wealthy people <br />being afforded this service and taking up the space that is so <br />desperately needed for the truly needy. <br />Commissioner Bird was concerned about the $500,000 and the <br />use it or lose it aspect and stated that whatever plan we finally <br />approve, he would like it to be a plan that will utilize those <br />funds. He did not know how that relates to the Cappelen <br />Building and wanted to know if we rent and don't use the money to <br />purchase that property, whether those funds will be there when we <br />need them to build the Health Building. <br />Dr. Berman could not answer that positively. That 1/2 <br />million was allocated for public health improvements, and if we <br />don't use it for that purpose and another county is in a building <br />program and has cost overruns, the state will transfer some of <br />the money to them, or possibly all. <br />Commissioner Scurlock suggested that at this time we just <br />lease some space, take the $500,000 and immediately proceed with <br />the final acquisition of the remaining parcels of land where we <br />designed the building for in the first place, contract with the <br />33 <br />,JAN 01 1989 <br />ROOK 75 E'r.E X15 <br />
