Item 2 - Archery Range at Fairgrounds: <br />Commissioner Bird informed the Board that Attorney Brennan <br />has been working with our staff to come up with a proposed <br />license agreement and has contacted other counties to see how <br />they have handled it. Risk Manager Susan Tillman, however, has <br />some concerns as set out in the following memo: <br />TO: SHARON BRENNAN DATE: JANUARY 27, 1989 FILE: <br />ASST. COUNTY ATTORNEY <br />SUBJECT: ARCHERY PROJECT <br />RISK MANAGEMENT RECOMMENDATION <br />FROM: SUSAN M. TILLMAN ! REFERENCES: <br />RISK MANAGER <br />The lease on the above mentioned project has been reviewed for <br />insurance requirements. <br />It is the recommendation of Risk Management not to enter into this <br />agreement. Archery, when not conducted with a proposed and followed <br />safety plan, is an hazardous activity. Since the County would be leasing <br />County property .for this activity, the County would be involved in the <br />liability ramifications. <br />The plans submitted by Greg Cadenhead were also reviewed. It appears <br />that in some areas there is as little as one hundred feet from the <br />targets to the roadway. <br />There is always the possibility of children or adults wandering into <br />this area. Also, there are cars passing by on the roadway. <br />Although the intent is not to discourage sport or recreational activities, <br />the County must take extra precautions to insure that all activities <br />are safe due to the recent decision to become self insured. <br />Commissioner Bird stated that the Committee would like some <br />indication from the Board as to how they feel about this and how <br />they want to proceed. <br />Commissioner Eggert commented that she personally has never <br />encountered any problems with an archery range, but Administrator <br />Chandler felt we need to look at this very closely and be sure <br />that with the proposed configuration and the access points we <br />have minimized our liability. <br />53 <br />JAN 311999 <br />D00K • 75 F°GE. 779 <br />
