repairs that not only will benefit the customers, but when the <br />system gets tied into a county regional system, these are things <br />that would have to be taken care of anyway. <br />Commissioner Scurlock commented that not only does this take <br />another package system out from under private control, it also <br />eliminates the potential for additional package systems. Mr. <br />Fischer's industrial property has been denied any septic tank <br />permits, and this would be an interim plant that could service <br />that property, as well as the other mobile home park in that <br />area, until connection to the county system is available. <br />Utilities Director Pinto confirmed that we are trying to tie <br />adjacent developments in the area together. As we move along and <br />take these facilities out, it is a value not only to the <br />customers of that facility, but environmentally to the entire <br />county. He further noted that if the County did not take over <br />and those improvements were required of the present owner, that <br />$35,000 would be passed on to the customers in the rate base, and <br />also the utility would be able to earn a rate of return based on <br />that. Director Pinto continued his review, stressing that the <br />county will provide quality service and the purchase of this <br />system is definitely in the interest of the public. He advised <br />that all the different aspects of the negotiations have been <br />outlined in the backup material provided to the Board and further <br />noted that after approval of the system, he will have to come <br />back immediately with an amendment to the county rate structure <br />to provide for the purchase of this utility and the rates as we <br />have set forth. <br />Commissioner Scurlock asked if it would be possible to <br />provide some kind of written statement to the residents as to the <br />actual cost impact to them. <br />Director Pinto stated that staff will do that and further <br />advised that they did have a meeting with the residents which was <br />very well attended and our proposal very well received. <br />FEB ` 1989 <br />17 <br />r <br />E+cuK 76 mc 17 <br />
