FEB 7 1989 <br />BOOK 76 FACE 18 <br />Director Pinto next informed the Board that the water plant <br />site itself is a land locked piece of ground adjoining the <br />recreation area, with its only access being the utility easement. <br />When the County utility eventually abandons that system to <br />connect into the regional system, it is the intent that property <br />then would become the property of the Home Owners Association, <br />the reason being that it does not have any practical application <br />or value to the county, mainly because of the access problem. <br />When the site of the wastewater treatment plant is abandoned, the <br />present owner of the utility has asked for the right to purchase <br />that back at a fair market value, and the contract sets out that <br />is to be determined by 3 appraisers. If he does not purchase the <br />property, we will surplus it and sell it. <br />Commissioner Bird commented that rather than have three <br />appraisals on that small wastewater site, he would hope that we <br />could mutually agree on one appraiser, and Director Pinto <br />explained that it was set up that we would agree mutually on the <br />appraisers, and then if there was some dispute, we would get into <br />three. There are some things built in the contract where we will <br />share the price of the appraisal. <br />Commissioner Scurlock clarified that the concept basically <br />is to be able to reach a. purchase price in an easy way, and if <br />that cannot be accomplished, provide a formal process to <br />establish the price. <br />Commissioner Bowman asked if the mobile home owners own the <br />land their units sit on, and if so, wished to know what Mr. <br />Wilson's interest is in this 2 acre site. <br />Director Pinto explained that Mr. Wilson owns it and the <br />assets on it, and possibly he might wish to develop it whenever <br />we move off the. property. Any use of that property would have to <br />meet all zoning regulations. <br />Chairman Wheeler asked if anyone present wished to be heard. <br />Eric Pollard, 6153 95th St., Breezy Village, wished to thank <br />the Board, and particularly Mr. Scurlock and Mr. Pinto, for <br />18 <br />
