B Vd 1989 <br />BOOK lb <br />FACE 5 <br />would provide the ultimate solution to effluent disposal <br />throughout the county. <br />Director Pinto agreed and noted that right now we have a <br />permit pending for 1/2 million gallons of effluent spray to <br />irrigate the golf course and that will all be included in the <br />Post, Buckley plan. <br />Commissioner Scurlock believed that the effluent master plan <br />will have to happen pretty quickly -because he understood we have <br />about 1 million gpd committed for the West County plant; we are <br />presently at 238,000 gpd; and we are out of effluent disposal <br />capacity, which means we will have to get moving quickly. He <br />asked if Director Pinto is putting us in a position to pursue <br />additional effluent disposal aggressively, and Director Pinto <br />confirmed that he is and agreed that we are quickly approaching a <br />crisis situation. He noted that unfortunately we do not have any <br />golf courses in the South County. <br />Commissioner Scurlock felt it should be noted that the City <br />of Vero Beach discharges into the river. The only discharge the <br />county has that ends up in the river is the brine discharge into <br />the main relief canal. We had studies done on that and dis- <br />covered it raises the salinity and actually benefits the shrimp. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bowman, the Board unanimously approved the <br />proposed scope of services and authorized the Chairman <br />to sign the Work Authorization No. 2 w/Post, Buckley <br />for the above project. <br />50 <br />
