an appropriate scope of work for the Master Plan, we have decided to <br />have PBS&J do a preliminary assessment report. <br />To this end, we have negotiated a contract for a "Preliminary <br />Assessment" Effluent Disposal Master Plan. The scope of service for <br />this project is attached and the total cost for this preliminary <br />study is $11,000.00. The funding for this project will come from <br />the County Utilities impact fee fund. The assessment will be <br />completed within six weeks of commencement of the work <br />authorization. <br />RECOMMENDATION: <br />The Department of Utility Services recommends that the Board of <br />County Commissioners approve the attached scope of services and sign <br />the forthcoming work authorization for the aforementioned project. <br />Commissioner Scurlock felt that even the Corps project with <br />St. John's River Water Management on drainage of the marshes <br />would have some impact. <br />Director Pinto agreed it would and advised that to compli- <br />cate matters, the federal EPA now requires a non -discharge permit <br />for all of our treatment plants. They used to require a permit <br />for discharge into state or federal waters; now there is a permit <br />for discharge anywhere, and a fairly comprehensive application <br />will have to be prepared. What staff is asking for today is the <br />first phase of the master plan study, which will involve taking <br />all the information we have and putting that into what we think <br />will be the necessary scope of services for the master plan. <br />Commissioner Eggert wished to know with the new staff added <br />in the Utilities Department, if there is no expertise available <br />to do this in-house. <br />Director Pinto advised that probably only three firms in the <br />State of Florida have the expertise in the effluent work. Also, <br />what becomes very important is who has the connection with the <br />DER and has earned a reputation with them. <br />Commissioner Scurlock stated that he would like to have it <br />on the record that there is no reason the action we took earlier <br />relating to effluent disposal should not happen until we do #2. <br />In other words, that first action authorizes temporary measures <br />to keep us on the road, and #2 would be an overall plan that <br />49 <br />FEB d 1989 <br />
