'KB 1 4 1989 76 OH 89 <br />Page 4 <br />January 4, 1989 <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners adopt the <br />proposed ordinance amendment creating public/private docking <br />facilities and regulating their usage, as a special exception in <br />residential districts with the special conditions. <br />Commissioner Bird understood that this would be strictly a <br />dockage facility and there would not be any commercial uses such <br />as fuel pumps, etc. Basically, it's a question of the County <br />allowing docks to be used by someone other than a resident of a <br />particular development where the docks are located, or limiting <br />the use of the docks to the residents of that development. <br />Commissioner Bowman was concerned about requiring only one <br />parking space for three slips, and Commissioner Eggert pointed <br />out that most people today drive to where they are going, even <br />though they are going only one block or so. <br />Chairman Wheeler believed that the City of Vero Beach Marina <br />has fewer parking spaces than boat slips and anchorage, which <br />doesn't seem to cause a problem unless there is something going <br />on at the yacht club where they get an overflow. He also <br />believed that most people buy boats and just let them sit there. <br />Robert Keating, Director of Planning & Development, advised <br />that it is anticipated that most of the slips will be used by <br />residents of this particular project. He felt that one parking <br />space for every three berths is a good ratio, and pointed out <br />that we have the ability to require more spaces when we look at <br />the site plan to determine if the part of this that will be <br />accessory has sufficient parking. <br />18 <br />
