Chairman Wheeler was concerned that even though we may not <br />particularly want to encourage opening up dockage for boats other <br />than residents in these areas, we are in kind of a Catch 22 since <br />the State will not permit it unless these percentages are <br />allowed. <br />Director Keating agreed that it is a Catch 22 since we <br />encourage public access in most of our regulations, but <br />discourage through movement in a subdivision. <br />Commissioner Bowman asked if we could write an ordinance <br />that is more restrictive than the State's ordinance, and Director <br />Keating advised we can, but pointed out that even if we leave our <br />ordinance the way it is, it is more restrictive than the State <br />ordinance, and Sea Oaks would not be allowed such a large dockage <br />facility there. <br />Commissioner Bowman understood that the Sea Oaks development <br />has to reserve at least 50% of the total number of boat slips for <br />non-residents, and asked where those people will park, assuming <br />that we are talking about Jungle Trail. <br />Director Keating advised that they are going to park <br />internal to the site. He emphasized that we are talking about an <br />ordinance that is going to affect the entire county, not just a <br />specific development. With respect to Sea Oaks, their site plan <br />for dockage in relation to the club facility that they have on <br />the east side of Jungle Trail has been approved already, and <br />parking will be at that facility. When the buffer area on Jungle <br />Trail is revegetated, a pathway will be built so people will be <br />able to walk from the parking at the club facility through the <br />buffer area and across the Trail to the docking facilities. <br />Director Keating noted that the recommendation in the proposed <br />management plan for Jungle Trail is that there be no parking <br />allowed on Jungle Trail in that area. Parking will be one of <br />the main topics of discussion at another workshop that has been <br />scheduled to discuss the controversial areas of the proposed <br />management plan that weren't covered in the first workshop. <br />19 <br />FEB141989 <br />BOOK 76 ME 90 <br />
