The Master Plan for the sophisticated cellular telephone system <br />requires a limited area within a county in order to facilitate <br />alignment of antennas from one cell to another. Due to this re- <br />quirement, the County owned Hobart Tower was not within the desig- <br />nated area and space is not available at the 285' level. <br />BellSouth Mobility correctly advises that an application for a <br />mobile telephone license cannot be submitted to the FCC without <br />having secured a tower site location. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve <br />the proposed lease for a mobile telephone tower site wherein Bell- <br />South Mobility would, pay Indian River County the sum of $100.00 <br />per month until the company receives a mobile telephone license <br />or deems the property is not suitable for their use. The -initial <br />lease would be for a period of two years after which time it would <br />either be cancelled or continued upon mutual agreement to addition- <br />al terms and conditions. <br />If approved by the Board of County Commissioners, staff will prepare <br />a new lease with BellSouth Mobility which will be approved by the <br />County Attorney and County Administrator. <br />Staff requests the Board authorize the Chairman to execute the <br />tower site lease with BellSouth Mobility with the stated conditions <br />appearing therein after approval by the above referenced authorities. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, that the Board approve the tower <br />site lease with BellSouth as set out in the above <br />staff recommendation. <br />Under discussion, Commissioner Bird still felt that we are <br />giving this away too cheap, but didn't have any comparables to <br />dispute the figures being charged. Although he felt that Bell- <br />South is getting a good deal, he realized it is $1200 more than <br />what we are getting right now. <br />Commissioner Eggert pointed out that the lease is only for 2 <br />years and can be revisited at that time. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
