BOOK 76 f'HCE <br />APPROVAL OF VEHICLE LEASE AGREEMENT FOR CHIEF PARAMEDIC <br />The Board reviewed the following memo dated 1/9/89: <br />TO: James Chandler DATE: January 9, 1989 <br />County Administrator <br />FILE: <br />SUBJECT: Approval of Vehicle Lease <br />Agreement for Chief Para- <br />medic <br />.lam <br />FROM: Doug Wright, Director REFERENCES: <br />Emergency Management Services <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at the <br />next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On January 31, 1989, the Indian River County Board of County Commis- <br />sioners approved and authorized the Director of the Department of Emerg- <br />ency Management Services to negotiate a lease for a vehicle to be uti- <br />lized by the Chief Paramedic for official purposes relating to the EMS <br />ALS system. <br />A lease has been negotiated with World Omni Leasing, Inc., (Isuzu of <br />Fort Pierce) for a 1988 Isuzu Trooper II multi-purpose vehicle. The <br />lease provides for up front money in the amount of $736.05 which includes <br />a $400.00 refundable security deposit, $50.00 for title fees, and the <br />first month lease payment of $286.05. The lease is for a term of sixty <br />(60) months over which a total fo $17,163 will be paid per the lease. <br />The reason this type of vehicle was chosen for lease related to the <br />type function for which it would be utilized. This vehicle will not <br />respond to emergency scenes unless there are multiple casualties and <br />assistance is required. The vehicle will be equipped with the back- <br />up ALS Kit, 747 boxes, etc. so access can be quickly achieved by other <br />ALS units. The vehicle will be capable of accessing terrian that fire <br />vehicles and ambulances are incapable of traveling. If a patient is <br />in this type of environment, the multi-purpose vehicle can transport <br />the patient to the ALS vehicle for treatment. The vehicle will also <br />be capable of transporting heavy items as well as stretchers and spine <br />boards by simply rolling the rear seat forward. It is also four wheel <br />drive and fuel efficient by having a fuel injected four cylinder engine. <br />ALTERNATIVES AND ANALYSIS <br />With the assistance of the Purchasing Department, other vendors were <br />contacted regarding a possible lease. The closest possible other option <br />in terms of money was for a GMC Jimmy which would have cost $384.00 <br />per month with a buy-out clause. The lease which is recommended is <br />52 <br />
