Library site -planning is <br />proceeding, taking into account the need to be able to orient <br />towards the future new courthouse area to the east. <br />The 20 -year building space needs of the new courthouse are "known <br />quantities". However, no site planning has yet been performed to <br />address site area needs, site acquisition alternatives and limita- <br />tions, or coordination with the library facility and the creation <br />of an aesthetically pleasing "public space". A master plan for <br />the courthouse/library area should be developed which addresses: <br />a) courthouse development site needs, taking into account <br />building, parking and open space factors; <br />b) site acquisition and configuration alternatives, taking into <br />account existing structures and ownership characteristics, <br />and possible right-of-way abandonments; <br />c) infrastructure and traffic needs and accommodations; <br />d. compatibility with the proposed main library facility; and <br />e) creation of an aesthetically pleasing public space, taking <br />into account existing and -proposed structures (including the <br />library and courthouse), amenities, and land/facility uses. <br />Please find attached a map of the immediate library/courthouse <br />area showing existing County owned and "to be leased" areas. <br />69 <br />FEB 14 1989 <br />tlOOK 76 PAGE 140 <br />
