The Board has also <br />determined, based upon reports and analyses from consultants, both <br />the library and courthouse 20 -year building space needs. Finally, <br />the Board has determined that both projects need to be coordinated <br />to ensure that they complement one another and to take advantage <br />of the opportunity to create a unique and aesthetically pleasing <br />"public space". It is recognized that the development of these <br />public facilities is a key element in the redevelopment of <br />downtown. <br />PROJECT NEEDS AND STATUS: <br />. Main Library <br />The main library project is well ahead of the new courthouse <br />project. The library building site has been acquired, a <br />parking area lease agreement is being finalized, and the <br />abandonment of 22nd Street is being pursued. In total, the <br />useable development area will adequately accommodate the <br />20 -year building space needs, open space, and associated <br />programmed parking requirements. Site planning of the <br />library is proceeding: building orientation proposals are <br />taking into account site amenities, parking areas, and the <br />future development of the new courthouse to the east of the <br />library site. <br />New Courthouse <br />The Board has adopted a space needs analysis (performed in <br />1988 by Architects Design Group, Inc. and Architectural <br />Interiors Group, Inc.) which estimates a. 20 -year courthouse <br />building space need of approximately 135,000 sq. ft. <br />Although the analysis focused on building space needs, only <br />"conceptual" work was performed to look at development site <br />needs. In fact, significantly more site area will be needed <br />to accommodate the new courthouse and associated parking than <br />is indicated on the concept plan included in the space needs <br />analysis. <br />A site consisting of 3.5 to 7.5 acres (based upon information <br />and analysis provided by the City planning department) 'is <br />needed to accommodate the 135,000 sq. ft. building and the <br />required 675 parking spaces (based upon a recently adopted <br />City parking standard). Currently, the County owned property <br />68 <br />
