<br />Utilities Director Pinto reviewed the history of how this
<br />project came about after our successful experience putting
<br />together a similar project on Route 60. He explained that after
<br />meeting with numerous property owners in the area to determine
<br />those who would support construction of a wastewater facility, we
<br />met with the City of Sebastian since it was obvious we would have
<br />to run lines through the City and it would be to their advantage
<br />to join in the project. We have established a program where the
<br />property owners would volunteer to be assessed for the amount
<br />that equated to the number of units they want to reserve in the
