sewer system. Director Pinto noted that it has been a struggle <br />to get to where we are now. There are some 344 parcels in the <br />unincorporated area of the county, which represent some 3,287 <br />units, and they represent some $4,437,450. This assess- <br />ment will be the collateral for us raising the funds through <br />borrowing to build the facility. <br />Commissioner Scurlock believed the total funds generated are <br />$6,940,350 and wished to know what the engineers' estimate for <br />construction of the facility amounts to. <br />Director Pinto advised it is very close to that amount. We <br />certainly could use more customers in the system, but he believed <br />it will work. <br />Commissioner Scurlock noted that sometimes there is a mis- <br />understanding when we say this assessment is voluntary, and he <br />wished to make it clear that it is voluntary only up to a certain <br />point. Anyone has the opportunity to back out, but once they <br />have committed and signed on the dotted line, then at some given <br />point, such as today when we approve the final assessment roll, <br />the voluntary aspect is over. <br />Director Pinto clarified that the voluntary assessment is <br />really a vehicle for those who wish to finance the impact fees <br />over a 10 year period. He pointed out that this does not <br />necessarily mean that everything is totally voluntary. If, for <br />instance, there is some establishment that is causing a health <br />problem and is able to connect to the system, they will be <br />required to connect. If they have chosen not to be voluntarily <br />assessed, then at the time they do connect, they will pay 100% of <br />whatever the impact fees are at the time of connection. <br />Director Pinto felt another thing that must be clearly understood <br />is that this voluntary assessment pays for capacity in the <br />treatment plant and part of the major line; it does not pay for <br />building the lines down the various little streets when the <br />systems gets expanded.
