Thirdly, he had a concern about the <br />cost involved. He could envision adding 3, 4 or 5, Code <br />Enforcement Officers, which could involve a very significant <br />amount, and if we are going to come up with those <br />kind of dollars, he believed those monies would be better spent <br />on an education program aimed at prevention as stressed by Mr. <br />Lundy earlier. He also did not think a Board such as proposed <br />has been very successful so far. <br />Commissioner Scurlock continued that he had listened to the <br />comments made earlier about the bad situation with the drug <br />dealing at the rundown buildings at the corner of 45th Street <br />and 33rd Avenue. He agreed that you can always see someone <br />pedaling drugs in that area and could not understand if this is <br />such a significant and well known problem area, why we don't just <br />post a police officer there 24 hours a day and run them off. He <br />continued to emphasize that we should have a much higher presence <br />of officers in that vicinity. We allot 12 million out of our <br />budget to law enforcement; we have many deputies; and we have <br />identified a specific area; so, he did not see why we can't keep <br />the pressure on the drug dealers. <br />Commissioner Bowman did not believe the original intent <br />behind this was to establish a Drug Nuisance Abatement Board. <br />She felt that what was wanted was a loitering ordinance similar <br />to the one they have in Fort Myers. <br />Attorney Collins explained that the one in Fort Myers is <br />identical to the state loitering statute and that will give us <br />nothing beyond the powers we already have under state law. <br />Commissioner Bowman felt in that case we should go ahead and <br />enforce the state law. She believed that most of this is not <br />going on inside buildings, but along the R/Ws. <br />Commissioner Bird felt the difficulty with a loitering <br />ordinance is how do you use it effectively against those breaking <br />28 <br />
