It is a fine line. <br />Commissioner Bowman was sure that the Sheriff's Department <br />knows every dealer in town. <br />Mrs. Ola Smith, owner of Smith's Groceries at 3206 45th St., <br />felt what is proposed penalizes the business people for things <br />they have tried to correct. She has had problems with the drug <br />situation for years, and if, for instance, 3 people are arrested <br />for selling drugs on her property, she is not at fault because <br />she is not involved with drugs at all and never has been. Her <br />problem is that she cannot drive these people away from her <br />property. She has called in complaints about a drug deal, but a <br />Deputy did not show up until finally a fight broke out. Mrs. <br />Smith believed the Deputies know what is going on and ignore it. <br />She continued to stress that she has tried to chase the people <br />off her property, both black and white, and then they go in the <br />back of her building. She felt if the Deputies were doing the <br />job they are supposed to do, they could make some big arrests. <br />Chairman Wheeler, speaking from his experience as the owner <br />of a private business located near the high school, agreed that <br />what is proposed could put an undue burden on the property owner. <br />Commissioner Bird believed it also could put their lives in <br />jeopardy, and Mrs. Smith noted that she did not see how it would <br />help to close her business down for 12 months and put the offend- <br />ers in jail and fatten them up for a few days. <br />Commissioner Scurlock suggested a Motion stating that we not <br />move forward with the Drug Nuisance Abatement Board as proposed <br />but request the Sheriff to show a much higher presence at the <br />trouble spots. <br />Commissioner Bowman requested that the Commission adopt an <br />emergency ordinance similar to the one in the Oslo area and get <br />some of these buildings demolished as quickly as possible. <br />In discussion, it was noted that was done by Resolution and <br />29 <br />FEB 21 198P <br />!100K <br />
