Within 45 days after the order is issued, the <br />State, T.C.R.P.C., the developer, or any other aggrieved <br />party may appeal the order to the Florida Land and Water <br />Adjudicatory Commission. This would trigger the D.O. appeal <br />process set forth in the Florida Statutes. <br />6. The developer obtains site plan approval for various phases <br />of the project (only Planning and Zoning Commission approval <br />required). <br />7. The County monitors the <br />that the terms of the D <br />approvals or permits are <br />approved D.O. <br />progress of the project to ensure <br />.0. are met. No local development <br />to be issued that conflict with the <br />8. The developer submits the required annual report to the <br />County, T.C.R.P.C., and the State. The report aids in the <br />monitoring of the project's progress. <br />- Board of County Commission Review - <br />The Board of County Commissioners is now to consider the ADA and <br />the proposed D.O. and should either approve, approve with modi- <br />fications/conditions, or deny the D.O. In making its decision, <br />the Board should determine whether and to what extent the develop- <br />ment would be: <br />a. consistent with the local land development regulations and <br />comprehensive plan, and other applicable County ordinances, <br />and <br />b. consistent with the report and recommendation of the Treasure <br />Coast Regional Planning Council. <br />°OVERVIEW OF THE PROPOSED DEVELOPMENT <br />The proposed project is located at the northern terminus of the <br />proposed Indian River Boulevard, between U.S. 1 and the River Club <br />(part of Grand Harbor) and between the North Relief Canal and 53rd <br />Street. The site is currently the location of the Whisper Lakes <br />Golf Club and driving range, and adjacent citrus groves.
