FEB 2 8 1989 <br />MD. <br />ti� � °ii <br />FACE 4 <br />(3) Aesthetics and Landscaping <br />Because of the size of the project and the corresponding massive <br />parking areas that would be unique to such a project, County staff <br />expressed concerns to the developer about the importance of <br />landscaping, as well as the visual impact a regional mall would <br />have on the community's image. The developer agreed to establish <br />minimum landscaping standards in the D.O. These standards exceed <br />the County's minimum landscape ordinance standards, as follows: <br />a. an increase of 60% (from 5% to 8%) in the minimum. <br />required internal parking landscaped area; and <br />b. an increase in the minimum height of the required trees. <br />Buffer and tree preservation areas are also established. <br />(4) Air <br />These conditions and the application of the County's Tree Pro- <br />tection Ordinance (includes land -clearing regulations) will <br />address dust and erosion problems that could arise during con- <br />struction. These conditions will be part of the land clearing and <br />tree removal permits that the Planning department issues prior to <br />development. <br />(5) Historic and Archaeological Sites <br />This section's condition requires the developer, upon discovery of <br />artifacts, to contact the State and arrange for preservation of <br />such artifacts. <br />(6) Habitat, Vegetation, and Wildlife <br />This section primarily requires the removal and proper disposal of <br />nuisance trees such as Brazilian pepper. <br />(7) Drainage <br />The Public Works Division has reviewed and approved the drainage <br />conditions, which are designed to ensure conformance with the <br />County's Stormwater Management Ordinance, St. John's River Water <br />Management District standards, and the policies of the Treasure <br />Coast Regional Planning Council. <br />(8) Water Supply: Potable/Nonpotable Water and Wastewater Treat- <br />ment <br />These conditions restrict the use of certain sources for irriga- <br />tion water, encourage water conservation, regulate the use and <br />abandonment of existing on-site wells, and ensure adequate potable <br />water and wastewater treatment capacity and service (including <br />funding obligations of the developer). <br />(9) Solid Waste <br />A solid waste plan, approvable by the County Utilities Department, <br />is required. <br />(10) Hazardous Materials and Waste <br />A hazardous materials management plan is required to be submitted <br />and approved prior to site plan release, by this condition. <br />(11) Education <br />The developer is required to submit verification from the School <br />Board that the school system can adequately accommodate the impact <br />of the project's 64 units. <br />22 <br />
