(12) Police and Public Safety <br />These conditions require the use of a private security force <br />provided by the developer during construction and operation of the <br />project as well as written verification from the Sheriff's Depart- <br />ment that adequate manpower and equipment are available to accom- <br />modate the project's impact. <br />(13) Fire Protection <br />This condition ensures the provision of adequate water storage <br />capacity for this project to meet anticipated fire flow needs. <br />Also, by this condition the developer is required to submit <br />verification that the fire district can adequately provide the <br />fire protection services required for this project. It should be <br />noted that the South County Fire District Chief has verified that <br />an adequate response time of 2 minutes is available for the <br />project from Station #5 (Winter Beach), as well as a back-up <br />response from Station #2 (Barrier Island). It should be noted' <br />that the developer will be working with the County to help secure <br />a fire station site along Indian River Blvd. north of 45th Street. <br />(14) Energy <br />These conditions require an energy efficient project design. <br />(15) Transportation <br />All transportation conditions have been established based upon the <br />results of an extensive traffic analysis, and all of these condi- <br />tions have been agreed to by the County, T.C.R.P.C. and FDOT. The <br />entire project (and any portion thereof) is tied to the construc- <br />tion and completion of Indian River Boulevard from S.R. 60 to 53rd <br />Street, as well as other traffic improvements. Monitoring re- <br />quirements are included to continually update the traffic analy- <br />sis. Also, any delay in the projected project completion schedule <br />will require re -analysis of the traffic impacts and provisions for <br />any needed additional improvements. <br />- Substantive Changes from T.C.R.P.C. Recommendations - <br />A. Condition 13: The T.C.R.P.C. prohibition of bumper stops <br />conflicts with current County parking requirements in that <br />either bumper stops or curbs are required by the County to <br />ensure internal traffic control and safety. Condition 13b. <br />has been modified from the T.C.R.P.C'. recommendation to <br />..._ reflect the fact that the Countyrevise bumper stop <br />requirements. However, as proposed, -bumper stops are not <br />prohibited by the D.O. <br />B. Condition 14: The T.C.R.P.C. prohibition of reducing the <br />water table at any location on site could conflict with a <br />system that could be approved by the St. John's River Water <br />Management District (S.J.R.W.M.D.) to raise the water table <br />along the eastern portion .of the site (towards the fresh- <br />water/saltwater interface) and lower the water table along <br />the western portion of the site. The condition has been <br />modified to require that there will be no net change in the <br />water table for the site as a whole. <br />C. Condition 32: The T.C.R.P.C. condition inadvertently omitted <br />some required traffic improvements; these have been added to <br />the proposed D.O. Also, the U.S. 1/53rd Street signalization <br />condition has been modified to reflect the fact that FDOT <br />currently will not permit full signal operation (flashing <br />yellow only) until actual traffic increases and warrants are <br />met. Thus, the mall will need to be opened and attract/ <br />generate traffic before warrants for signalization are <br />actually met and full signal operation commences.
