FEB 2 8 1989 <br />BOOK f',{CES <br />Finally, Condition 32e. has been expanded from the T.C.R.P.C. <br />condition to include an alternative to 32e.1. Thus, if <br />Condition 32.e.1., making Royal Palm Boulevard a one-way <br />pair, does not get local (City) approval, then 32.e.2. would <br />automatically become the effective condition. The County <br />staff and T.C.R.P.C. staff have reviewed and approved Condi- <br />tion 32.e.2. as an alternative to 32.1.1. <br />°SUMMARY <br />All impacts determined during the ADA review have been addressed <br />in the proposed D.O. with some modifications to the T.C.R.P.C. <br />recommendations. County staff has sent the T.C.R.P.C. staff a <br />copy of the proposed preliminary D.O. Comments from T.C.R.P.C. <br />staff regarding modifications have been received. County staff <br />feels that all recently received T.C.R.P.C. comments have been <br />adequately addressed with'the exception of Condition 13b: the <br />County has not prohibited the use of wheel stops. <br />County staff (all departments, including the Attorney's Office), <br />the Sheriff's department, the South County Fire District, and the <br />Indian River County School Board have indicated no objection to <br />the approval of the proposed D.O. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners approve <br />the proposed D.O. subject to the following conditions: <br />1. approval of the necessary land use amendment; and <br />2. approval of the necessary rezoning request. <br />Said D.O. is to become effective and is to be executed by the <br />Chairman of the Board of County Commissioners at such time that <br />the above cited conditions are satisfied. <br />Stan Boling, Chief of Current Development, advised that the <br />Planning & Zoning Commission is recommending approval subject to <br />the many conditions in the D.O. The proposed mall would be a <br />little larger than the Orange Blossom Mali in Ft. Pierce, at <br />647,000 square feet. There would be 100,000 square feet in <br />commercial out parcels, plus 64 multi -family residential units. <br />There are some factors in the Development Order that are somewhat <br />unique. The D.O. is broken down into 2 portions, the regional <br />mall being one portion, and all the other out parcels and the <br />residential development being the other portion. Basically, one <br />condition says that something within the project has to start <br />within 3 years of the effective date of the D.O. whether it is <br />the mall or not.
