FEB 281989 <br />6001( <br />fQIr.0248 � <br />Commissioner Scurlock emphasized that is why he would like <br />staff to address that now instead of later, because what has <br />happened all over the country is that shopping plazas develop <br />just outside of the mall itself. <br />Steve Henderson, attorney representing the developer, <br />advised that it is most likely that the out parcels will start <br />development after the commencement of the regional mall; however, <br />the developer doesn't want to lose the flexibility. The total <br />acreage for the out parcel development is approximately 10 acres <br />compared to the existing commercial zoning of about 15 acres. <br />Although there is somewhat of a diminishment, they understand the <br />Board's concern about development outside the current boundaries <br />of that zoning. <br />Continuing with the D.O., Mr. Boling advised that another <br />change was made on Page 4 of the D.O. under Completion of <br />Construction. The last sentence was changed from "the developer <br />shall update the estimated completion date within every annual <br />report" to read "the developer shall state the reasons for any <br />changes made". <br />Mr. Boling next addressed the landscaping and drainage <br />conditions, and Commissioner Scurlock had a very serious concern <br />about the Main Relief Canal to the north as he understood that <br />the project is not within the Indian River Farms Drainage <br />District. He didn't believe it is clearly stated that stormwater <br />management will be maintained on site and that there will be no <br />discharge into the canal or the river. He had a problem with the <br />language under Item 12 on Pages 61-63, and wanted it to be very <br />clear that the Board will not approve any discharge into the <br />Indian River or the Main Relief Canal. Commissioner Scurlock was <br />concerned that when we get two years down the road somebody will <br />say that under Item 12 on Page 61-63 there is talk about the site <br />meeting minimum standards and receiving waters accepting this. <br />It gives the impression that there is some intent that if it <br />meets some standard, and if the St. Johns Water Management <br />28 <br />
