He believed there is similar language in the Harbor <br />Town D.O., particularly if they don't finish construction by <br />1993. <br />Mr. Boling pointed out that specific language is not <br />included in this D.O., but it could be added. <br />Commissioner Bird believed that Indian River Boulevard will <br />take traffic off of U.S. #1, not add to it, and Director Davis <br />explained that Phase IV of the Boulevard has to be under contract <br />before the development can pull a building permit. That was not <br />a condition in the D.O. for Phase 1 of Grand Harbor, and he felt <br />satisfied that we have control. <br />Commissioner Eggert wanted staff to check with the City to <br />see if it is their intent to pursue a one-way pair for Royal Palm <br />Boulevard and Royal Palm Way, because if it is not, that language <br />should not be in the D.O. <br />Mr. Boling understood that it had not been removed entirely <br />from the City's intent, and Commissioner Scurlock felt that the <br />heat had been turned up, that's all. <br />With respect to the conflicts with the T.C.R.P.C., Mr. <br />Boling advised that basically we have worked out just about <br />everything except for the requirement of bumper stops in the mall <br />parking lots. The Regional Planning Council has a concern that <br />in this situation bumper stops would hamper the proper cleaning <br />of the parking lots. <br />Commissioner Bowman preferred to see curbs with vegetation <br />and tree islands, while Commissioner Scurlock was mainly <br />concerned about maintaining traffic circulation in the belt way <br />around the parking lot area, and pointed out that bumper stops <br />prevent drivers from riding around recklessly. <br />32 <br />
