ALTERNATIVES AND ANALYSIS <br />Staff presents the following design alternatives: <br />Alternative # 1 <br />Connect the Vero Beach Highlands Roads (20th Ave. S.W. and <br />17th Lane S.W..) to 17th Street S.W. at 20th Avenue S.W. by <br />culverting the sublateral canal at 20th Avenue S.W. So that <br />traffic cannot use the internal roads within Oslo Park <br />Subdivision, the following existing road closures are <br />proposed: <br />1 - Close 20th Avenue S.W. at the north right-of-way line of <br />17th Street S.W. <br />2 - Close 20th Court S.W. at the north right-of-way line of <br />17th Street S.W. <br />3 - Close 21st Avenue S.W. at the north right-of-way line of <br />17th Street S.W. <br />4 - Close 22nd Avenue S.W. at the north right-of-way line of <br />17th Street S.W. <br />5 - Close 17th Street S.W. just east of 20th Avenue S.W. <br />The Indian River Farms Water Control District has verbally <br />indicated that the County can relocate the sublateral canal <br />60' to the south so that a 95' wide road right-of-way along <br />17th Street S.W. can be created. <br />This alternative will allow a typical 4 -way, non -offsetting <br />intersection at the 17th Street S.W./27th Avenue <br />intersection. Since 27th Avenue is a State DOT roadway, <br />permit issuance conditions requires good intersection <br />design. <br />Alternative No. 2 <br />Construct the new roadway along 17th Lane S.W. (which is <br />located south of the IRFWCD sublateral canal) to a point <br />200' west of 22nd Avenue S.W., west of which will be a <br />gentle reverse horizontal curve to bend the road northerly <br />to 17th Street S.W. To accomplish this alternative, <br />approximately 600 L.F. of 60" culvert will be required and <br />an approximate cost of $50,000. The IRFWCD has indicated to <br />the County staff that they do not prefer to see such a long <br />culvert bridging this section of canal and they may not <br />permit it. If it is permitted, then 17th Street S.W. east <br />of the crossing would be closed so that two roads do not <br />merge into one road. <br />With this alternative, approximately 1000 L.F. of the canal <br />would also be relocated to the south. <br />Alternative No. 3 <br />It is possible to implement Alternative No. 2 with a lesser <br />length of culvert, however, DOT minimum geometric standards <br />would be difficult to meet unless a reduction in the design <br />speed of the roadway is proposed. <br />61 <br />FEB 2 8 1989 <br />NOOK 76 ME 281 <br />
