It gives 25% to the local school board. <br />a. used for construction, remodeling and renovating. <br />b. used to retire bond issues after July 1, 1986, if <br />ad valorem taxes are reduced by the amount <br />pledged. <br />c. if the school board receives proceeds for local <br />option sales tax it may not impose impact fees. <br />2. 75% of the revenue would be divided among the county <br />municipalities. <br />3. The counties, municipalities and school board shall <br />adopt Five Year Plans which can only be amended by <br />unanimous vote of the governing body. <br />4. 10% of the.surtax may be used for operational expenses.' <br />We are building infrastructure which governments can't <br />afford to operate. <br />5. The referendum requirement is retained as in current <br />law.
